Game Description
Watch Dogs: Legion is a PC open-world action-adventure game built around hacking, stealth, driving, and third-person combat. Ubisoft Toronto and Ubisoft replace the series' traditional protagonist with a near-future London where almost any civilian can become a DedSec operative, giving the campaign an unusually flexible roster-based structure.
The current PC storefront naming is consistent rather than rebranded: Ubisoft uses Watch Dogs: Legion, while Steam lists it as Watch Dogs®: Legion. There is no separate modern title replacing the original branding.
A resistance built from ordinary Londoners
The defining feature is Play as Anyone. Civilians across London have individual occupations, schedules, relationships, traits, weapons, and special abilities. You profile potential recruits, complete their recruitment objectives, and add them to DedSec before switching between operatives from the open world.
This changes how missions are approached. A construction worker can use a cargo drone to reach rooftops or move heavy equipment, a professional spy can rely on stealth tools and a silenced pistol, while a hacker may provide more effective access to electronic systems. The roster is not simply cosmetic: operative selection affects infiltration, traversal, combat, and recovery options.
Every mission is still built around familiar open-world objectives such as infiltrating restricted areas, stealing data, rescuing hostages, sabotaging infrastructure, and exposing hostile factions. The difference is that your preferred solution depends on which recruit is available and which abilities you are willing to risk.
London works as a connected playground for this loop. You can travel through streets, Underground stations, rooftops, alleys, and landmarks while using vehicles, hijacked machinery, cameras, drones, and deployable gadgets to gather information or create openings.
Hacking, stealth, and third-person combat
Hacking remains the central interaction system. Security cameras can reveal enemy positions, electronic devices can be manipulated remotely, vehicles can be redirected, and environmental objects can be turned into distractions or hazards. The game encourages players to read an area before committing to a fight.
Stealth is supported by disguises, cover, security-system manipulation, spider-bots, and the Augmented Reality Cloak. Different operatives provide different approaches, so a mission can become a quiet infiltration, a remote drone operation, or a direct assault depending on the team you assemble.
Combat combines firearms, melee weapons, takedowns, dodges, and non-lethal options. Operatives can use distinct weapon types and personal traits, but the game does not turn them into a traditional party with fully customizable skill trees. Their identity and existing abilities are part of the tactical decision.
The most important long-term system is therefore not character leveling. It is roster management: finding useful specialists, protecting key operatives, and maintaining enough variety to handle missions that favor stealth, hacking, mobility, or force.
Permadeath and emergent consequences
At the beginning of a campaign, players can choose whether to enable Permadeath Mode. With it active, an operative who dies is permanently removed from the roster. Without it, failed encounters are less punishing, although operatives can still be temporarily unavailable after being arrested or injured.
Permadeath gives recruitment a practical purpose. A strong operative is not merely another avatar; they may be the only member of your resistance with a specific weapon, vehicle, or specialist ability. Losing that person can force you to change plans rather than reload a save.
The system also creates the game's most distinctive emergent stories. An operative may have a useful relationship, a personal enemy, or a trait that complicates missions. Recruitment objectives can involve helping a civilian, protecting them from a hostile faction, or resolving a problem connected to another person in London.
Players who prefer a carefully authored protagonist and tightly controlled character arc may find the rotating cast less personal. Players who enjoy improvisation, self-directed objectives, and consequences that emerge from systems will get more from the roster structure.
Campaign, Online Mode, and extra activities
The main campaign follows DedSec's attempt to rebuild its resistance and push back against surveillance, private military control, organized crime, and the Zero Day conspiracy. Its story is delivered through major missions, faction arcs, recruit assignments, side activities, and optional exploration throughout London.
The separate Online Mode supports cooperative play for up to four players. It includes its own progression, recruitment flow, assignments, free-roam activities, cooperative missions, and challenges rather than simply inserting multiplayer partners into every campaign mission.
Online teams can tackle coordinated objectives that reward complementary operatives. The larger Tactical Ops missions are multi-stage cooperative challenges designed around communication, synchronized hacks, stealth coordination, and role selection. They are more structured than ordinary free-roam activities and are best suited to a prepared group.
Competitive play includes Spiderbot Arena, where players control armed spider-bots in short free-for-all matches. The game also includes additional online activities and the cooperative Legion of the Dead survival mode, which uses a zombie-themed setting and supports groups of up to four.
Standard, Deluxe, Gold, and Ultimate content
The base purchase provides the single-player campaign and the core London sandbox. The PC storefront also lists Deluxe, Gold, and Ultimate editions, so edition names matter when comparing used keys, bundles, or older catalog listings.
The Gold Edition includes the Season Pass. Ubisoft describes that pass as containing the Bloodline story expansion, extra missions, four heroes, and the original Watch Dogs Complete Edition.
The Ultimate Edition includes the base game, Season Pass, Ultimate Pack content, additional unique characters, extra masks, and a limited VIP period. Bloodline is the major story-focused paid expansion, while other added characters and cosmetic items expand the roster or customization options.
Free updates added new operatives, missions, online content, modes, customization options, and other gameplay additions. The game also contains optional in-game purchases for credits and cosmetic or character-related content, so the commercial model is a paid game with premium editions, paid story content, and optional microtransactions rather than a free-to-play structure.
PC features, controls, and localization
On PC, Watch Dogs: Legion supports customizable mouse and keyboard controls, mouse sensitivity settings, aim assistance options, aim lock-on features, controller input, and accessibility controls for motion, subtitles, captions, color, and interface presentation.
The Steam version requires a linked Ubisoft account and lists Denuvo Anti-Tamper as third-party DRM. Steam achievements are supported, and the storefront identifies single-player, online co-op, online PvP, HDR, captions, and in-app purchases among the available features.
Localization is broad. Steam lists interface and subtitle support for English, French, Italian, German, Spanish, Arabic, Dutch, Japanese, Polish, Russian, Simplified Chinese, Latin American Spanish, Traditional Chinese, Korean, and Brazilian Portuguese. Full audio is available for a smaller selection that includes English, French, Italian, German, Spanish, Japanese, Russian, and Brazilian Portuguese.
Accessibility options are unusually substantial for an open-world action game. Players can adjust subtitle size and presentation, enable closed captions and directional audio captions, customize aim assistance, use simplified hacking-puzzle support, activate ping and navigation aids, and remap PC controls.
Who should play Watch Dogs: Legion?
Watch Dogs: Legion suits players who want a third-person open world where experimentation matters more than a fixed build. It is a strong fit for anyone interested in hacking systems, scouting facilities, combining drones with stealth, and creating personal stories from a rotating cast of operatives.
It is less suited to players looking for a traditional role-playing campaign with one deeply developed hero, extensive dialogue choices, or a tightly authored companion party. The roster system provides breadth and flexibility, but individual recruits are intentionally lighter than a conventional RPG protagonist.
Players who enjoy immersive-sim problem solving and cyberpunk stealth may also appreciate cyberpunk stealth RPGs like Deus Ex: Mankind Divided, although Legion emphasizes open-world recruitment and cooperative play instead of dense hub-based decision making.
Similar PC games and mechanical alternatives
The closest comparison within Ubisoft's catalog is not a separate genre but the earlier Watch Dogs formula: hacking, vehicles, surveillance systems, stealth, and open-world mission freedom. Legion's major change is replacing a permanent protagonist with a full roster of playable civilians.
For players who value tactical infiltration and flexible mission planning, open-world stealth sandboxes such as Metal Gear Solid V: The Phantom Pain offer a useful contrast. Metal Gear Solid V focuses on one operative, recruited soldiers, adaptive enemy defenses, and Mother Base development, while Legion makes civilian recruitment the center of the campaign.
Those seeking a broader crime sandbox with driving, heists, and persistent multiplayer may prefer large-scale open-world crime games like Grand Theft Auto V Enhanced. Legion is more focused on surveillance, infiltration, and technology-driven interactions than on criminal escalation and vehicle-based spectacle.
Watch Dogs: Legion FAQ
Is Watch Dogs: Legion still the official PC name?
Yes. Ubisoft uses Watch Dogs: Legion, while Steam displays Watch Dogs®: Legion. These are branding variations for the same game, not a replacement edition or major rebrand.
Can you really play as any character in London?
You can recruit a very large range of civilians, but recruitment is not automatic. You must profile people, check their traits and relationships, and complete the required recruitment objective before they join DedSec.
Does Watch Dogs: Legion have multiplayer co-op?
Yes. The separate Online Mode supports cooperative play for up to four players, with dedicated missions, assignments, free-roam activities, Tactical Ops, and other multiplayer challenges.
Does it have permadeath?
Yes. Permadeath is an optional campaign setting. When active, an operative who dies is permanently lost, making recruitment, scouting, and cautious mission planning much more important.
What is included in the Season Pass?
The Season Pass includes the Bloodline story expansion, extra missions, four heroes, and the original Watch Dogs Complete Edition. Edition-specific cosmetic and operative content may require the Ultimate Edition or separate purchases.
Does the PC version require Ubisoft Connect?
The Steam version requires a Ubisoft account linked to Steam and lists Ubisoft's third-party account requirement. PC players should therefore expect Ubisoft account integration even when purchasing through Steam.
