My own experience: on a PC where Forza 3 and Forza 7 (latest versions cracked by 0xdeadc0de) were installed and played - I could play Dirt 5 without problems. However on another system where developer mode was never activated - I couldn't start the game at all. On clean/fresh Windows installation you probably need something more than XBOX services + VC Libs, because even after installation of these (they're included in _CommonRedist folder) I still couldn't start the game.
