Game Description

XCOM: Enemy Unknown The Complete Edition is a PC turn-based tactical strategy package built around squad combat, global crisis management, and a campaign where experienced soldiers can be lost permanently. Current storefront naming is inconsistent: Steam presents the base product as XCOM: Enemy Unknown with a Complete Pack option and may show the expanded installation as Elite Edition, while GOG lists XCOM: Enemy Unknown Complete Pack. There is no verified current storefront rebrand that replaces the XCOM: Enemy Unknown name.

Developed by Firaxis Games and published by 2K, the package combines the original campaign with the XCOM: Enemy Within expansion, the Elite Soldier Pack, and the Slingshot Pack. It is a single-player-focused experience on GOG, while the Steam version also retains competitive multiplayer features.

How the XCOM campaign works

The main loop alternates between a global strategy layer and turn-based squad battles. From the command interface, you select targets, monitor alien activity, launch interceptors, choose which countries receive satellite coverage, and decide how to spend limited time, money, and scientific capacity.

When a mission begins, the camera shifts to an elevated tactical view over urban streets, rural areas, industrial sites, and alien crash locations. Each soldier normally receives movement and an action, allowing you to advance into cover, fire, throw equipment, use an ability, or enter Overwatch to react during the enemy turn.

Cover, line of sight, elevation, flanking, accuracy, and destructible battlefield objects shape every engagement. The game does not reward charging forward simply because a target is visible. A safer position with a lower hit chance can be better than an exposed shot that leaves the squad vulnerable to a counterattack.

Soldiers gain ranks and unlock class-specific abilities as they survive missions. The four core classes, Assault, Heavy, Support, and Sniper, encourage different squad compositions, while permadeath makes every promotion meaningful. A decorated Colonel is not just a powerful unit; it is also a strategic liability if your campaign depends on that soldier remaining alive.

Base construction, research, and global pressure

Between missions, you expand an underground XCOM base by excavating rooms and assigning facilities to research, engineering, training, or communications. Building placement matters because adjacent facilities can create useful bonuses, and early choices influence how quickly the organization can respond to the invasion.

Research and engineering convert recovered alien materials into new weapons, armor, facilities, and battlefield tools. Scientists accelerate research projects, engineers reduce construction demands, and both groups compete for space and funding. The best technology path depends on the condition of your roster and the threats appearing in the campaign.

The global layer is governed by panic levels and the support of participating countries. You cannot answer every crisis, so choosing one mission often means accepting that another region will remain exposed. Satellites reduce panic and improve income, but launching them requires infrastructure, personnel, and careful timing.

This structure is where XCOM differs from a sequence of disconnected tactical missions. The campaign asks you to protect the organization as a whole, not merely win the next battle. A tactically successful mission can still contribute to a strategic failure if research, funding, and panic management are neglected.

What Enemy Within adds

The Complete Pack is valuable because Enemy Within substantially broadens the original campaign rather than functioning as a small cosmetic add-on. It introduces the alien resource MELD, which creates a time-sensitive incentive to reach containers during missions before they expire.

MELD supports two different enhancement routes. The Genetics Lab grants soldiers targeted biological modifications, while the Cybernetics Lab converts selected operatives into MEC Troopers with large mechanical bodies and specialized weapons. These systems add powerful options, but they also force long-term decisions about which soldiers receive scarce upgrades.

The expansion also adds the human organization EXALT, the Seeker, the Mechtoid, new weapons, additional armor, Foundry projects, and more battlefields. Enemy Within changes the campaign’s tactical priorities because new threats and resources are integrated into the same strategic framework instead of being isolated in a separate mode.

The additional content is best understood as an expanded version of the original campaign. Players choosing between the base game and the Complete Pack should generally prefer the package that includes Enemy Within unless they specifically want the unexpanded ruleset.

Content, editions, and multiplayer reality

The Complete Pack includes XCOM: Enemy Unknown, XCOM: Enemy Within, Elite Soldier Pack customization content, and the Slingshot Pack. Slingshot adds a set of council missions involving Zhang, while the Elite Soldier Pack focuses on cosmetic and customization options rather than a separate campaign.

Steam lists single-player, multiplayer, cross-platform multiplayer, achievements, cloud features, Remote Play on TV, and full controller support. The multiplayer mode is competitive squad combat rather than cooperative campaign play, so it does not let two players jointly command the same strategic organization.

GOG's Complete Pack is explicitly marked as single-player and does not support multiplayer. It is also DRM-free, can be installed without GOG Galaxy, and supports offline play after obtaining the installer. The Steam edition uses the Steam client, and the original PC documentation states that an internet connection is required when the game is first run.

These storefront differences are important. The package name may look similar across retailers, but multiplayer availability and launcher requirements depend on where the PC version is purchased.

Who should play it

XCOM is a strong fit for players who enjoy permanent consequences, squad customization, resource management, and tactical systems that punish careless positioning. It is especially appealing if you like campaigns where a named soldier can develop from an inexperienced recruit into a central part of your strategy.

The game is less suitable for players looking for real-time combat, relaxed progression, or a story that guarantees every important character survives. Missed shots, unexpected enemy abilities, and sudden losses are part of the design. Even a well-prepared plan can fail when several small risks accumulate.

It also rewards replaying the campaign with different starting priorities. You can emphasize satellite coverage, rush advanced armor, invest heavily in laboratories, or build a roster around specific classes. The strategic layer and soldier progression make each campaign develop its own history.

PC features, controls, and localization

The PC edition supports mouse and keyboard controls as well as gamepad input. Official support documentation lists Xbox 360 controllers, PlayStation controllers, Logitech gamepads, and other tested devices. Keyboard bindings can be remapped, although the tutorial may continue to display the default key for the Cancel command.

Steam's current metadata lists full controller support, Steam Cloud, achievements, trading cards, Remote Play on TV, and compatibility with SteamOS through Proton. Some SteamOS configurations may require the touchscreen or virtual keyboard for text entry, so controller support does not mean every launcher or text field is equally comfortable from the couch.

Steam lists interface and subtitle support for English, German, French, Italian, Korean, Spanish, Russian, Japanese, Polish, and Traditional Chinese, with full audio availability varying by language. GOG lists the same broad language coverage for its Windows package. The developers are Firaxis Games, with Feral Interactive responsible for certain Linux adaptations and support documentation.

There is no verified modern anti-cheat system associated with the single-player campaign. Mod support is not presented as a headline storefront feature for this edition, although the PC version has historically supported community modifications through the wider XCOM ecosystem.

Comparable PC tactics games

Players who want another squad-based campaign with cover, character development, and deliberate turn planning can compare it with tactical stealth-and-combat games such as Mutant Year Zero: Road to Eden. That game is more compact and emphasizes real-time scouting before turn-based encounters, while XCOM places greater weight on global strategy, base construction, and campaign-wide escalation.

XCOM: Enemy Within is also a useful bridge toward later Firaxis designs. Its soldier classes, base decisions, research projects, and irreversible losses establish the foundation that later XCOM games expand with different campaign structures and additional customization.

XCOM: Enemy Unknown The Complete Edition FAQ

Is XCOM: Enemy Unknown The Complete Edition the current official name?

Not consistently. Steam currently uses XCOM: Enemy Unknown for the base product and offers a Complete Pack presentation, while GOG uses XCOM: Enemy Unknown Complete Pack. Steam may identify the expanded installation as XCOM: Enemy Unknown - Elite Edition in the library. The phrase The Complete Edition is best treated as a catalog or legacy label rather than a single universal storefront title.

What does the Complete Pack include?

It includes XCOM: Enemy Unknown, the Enemy Within expansion, Elite Soldier Pack content, and the Slingshot Pack. Enemy Within adds MELD, Gene Mods, MEC Troopers, EXALT, new alien threats, additional equipment, Foundry projects, and extra battlefields.

Does the PC version have multiplayer?

The Steam edition includes competitive multiplayer and cross-platform multiplayer features. GOG's Complete Pack listing states that multiplayer is not supported, so the answer depends on the storefront version. Neither edition provides cooperative campaign play.

Does it support controllers on PC?

Yes. The PC game supports gamepads, including tested Xbox and PlayStation controllers, and Steam lists full controller support. Mouse and keyboard remain useful for base management, menus, and precise tactical selection.

Can the game be played offline?

The GOG edition is DRM-free and supports offline installation and play without requiring GOG Galaxy. The Steam version depends on the Steam client and its original documentation specifies an internet connection for the first run.

What is the real gameplay structure?

There is a campaign rather than an open-ended sandbox. You recruit and promote soldiers, research alien technology, expand the base, respond to worldwide crises, and command missions through a sequence of escalating tactical battles. Campaign failure can result from strategic collapse, not only from losing a single mission.
